PLATFORM FOR CONVERGENCE OF WORLD CULTURE IN CHINA


    The National Base for International Cultural Trade (Beijing) is a key national platform for international cultural trade and service established under the auspices of the Ministry of Culture and Tourism and the Beijing Municipal People’s Government. It was accredited by the Ministry of Culture as the “State-level Base for International Cultural Trade and Service” in March 2012 and recognized as one of the first National Cultural Export Bases by the Ministry of Commerce, the Publicity Department of the CPC Central Committee, the Ministry of Culture and Tourism and the National Radio and Television Administration in March 2018. Following the Belt and Road Initiative and strategic requirements of the Going Out of the Chinese Culture and giving play to the advantages of the bonded policy, function and services, the Base provides international services including exhibition experience, exchange and promotion, transaction, culture and incubation, financing and investment, and warehousing and logistics with such 3 functional areas as the Clustering Center for International Cultural Trade Enterprises, the Center for International Cultural Products Exhibition and Warehousing Logistics, and the Center for International Cultural Products Trading. Based on Beijing, serving the whole country and aiming for the world, the Base is committed to developing itself into a platform and hub for international cultural exchange and trade.
As requested by the Beijing Municipal People’s Government, Beijing Cultural Investment and Development Group Co., Ltd. acquired and took over the National Base for International Cultural Trade (Beijing) in July 2017. In October, it registered a wholly-owned subsidiary Beijing Cultural Investment Holdings Co. Ltd. that has since been responsible for the investment and operation of the Base.

Beijing Cultural Investment Holdings Co., Ltd.

    Established on December 11, 2012, Beijing Cultural Investment and Development Group Co., Ltd. (abbreviated as BCI) is a wholly state-owned company established by the State-owned Cultural Assets Supervision and Administration Office authorized by the People’s Government of Beijing Municipality. With a registered capital of RMB 6 billion, BCI is the first-class enterprise in Beijing and encompasses 14 wholly-owned, holding and shareholding companies. Upon the establishment of BCI, the cultural industry faced strategic opportunities for booming development and was made a key priority by the Central Government and the Beijing Municipality. By taking "promoting the construction of Beijing as
a cultural center and improving the quality development of the cultural industry" as its mission, "building a leading wholly, holding and shareholding state-owned cultural group in China with global influence" as its vision and "striving to be a
strategic investor and value creator of Beijing's cultural industry" as its positioning,BCI proactively undertook major projects of the municipal Party committee and the municipal government and was dedicated to building five platforms integrating
cultural creative industry investment and financing platform, cultural creative functional zone building and operation platform, cultural industry incubation and quality enhancement platform, cultural elements market building platform and state-owned cultural asset operation platform. BCI obtained AAA rating by CCXI in June, 2016 and became China's first cultural investment company that has obtained the rating. In 2017 and 2018, it won the award of the National Top 30 Cultural Enterprise jointly-released by Guangming Daily and Economic Daily.

Enterprises preferred: film, television, and comic and animation enterprises, artwork trade enterprises, cultural exhibition enterprises, cultural performanceenterprises, information technology service enterprises, press and publication enterprises, creativity and design enterprises, and cultural and finance enterprises.


Demonstration Projects

Asia Arts Center

The Asia Art Center of the National Base for International Cultural Trade (Beijing) (hereinafter referred to as the Asia ArtCenter) is set up by the National Base for International Cultural Trade (Beijing), serving as a platform for exhibition of Asian cultural arts, promotion and exchanges, and cooperation and trade. By gathering cultural art-related institutionsand enterprises from countries and regions in Asia, the Center carries out a variety of activities including creative design, processing and production, exhibition and promotion, and auction and trade of cultural artworks and hosts Asia Cultural Art Expos for years to come to facilitate dialogues and exchanges among Asian countries. Currently, six Asian countries’ cultural art museums have signed agreements for entry into the Asia Art Center, namely Nepal, Sri Lanka, Indonesia, Japan, India and Bangladesh while museums in South Korea, Bhutan, Thailand and other ASEAN member states and Hong Kong Special Administration Region (SAR), Macao SAR and Taiwan region are still in the process of signing. Besides, the Europe Art Center of the Base is under construction and the construction of museums of African and American culture and art is also taken into consideration.The National Base for International Cultural Trade (Beijing) plans to conclude the signing and entry of cultural art museums from 15 to 20 countries and regions by the end of 2019. In addition, it plans to complete the initial construction of the Asia Art Center, the Europe Art Center, the Africa Art Center, the Americas Art Center, etc. within 3 years (by the end of 2021), and attract the entry of cultural art museums from at least 50 countries and regions. By then, the Base will become a center for gathering cultural art institutions and cultural artworks around the world, serving as a window for the going global of Chinese culture.


International Film and
Television Trade Center 

With the trade of film and television copyrights and financial services as the core, the International Film and Television Trade Center integrates a batch of film and TV-related enterprises and institutions, focuses its efforts in developing international film and television program processing and production, international film and television trade in services, and film and television industry incubation, and gathers global talents, technologies and equipment in the film and television
industry to build itself into an innovative international film and television trade center. In particular, 4 TV program studios are built on the A block of the Center for International Cultural Products Exhibition and Warehousing Logistics.


International Art Center 

The International Art Center of the National Base for International Cultural Trade (Beijing) (hereinafter referred to as the International Art Center) is set up by the National Base for International Cultural Trade (Beijing), serving as a platform providing comprehensive services throughout the industry chain of cultural and creative products for cultural art institutions and enterprises at home and abroad. The International Art Center is located at Building B7 of the Base, covering an area of over 8,000 square meters as well as the underground warehousing and exhibition area of nearly 10 thousand square meters. By integrating enterprises engaged in the cultural artwork industrial chain, building a platform for international trade of artworks, and carrying out artwork international exchanges, the International Art Center creates a comprehensive service system integrating artwork exhibition, trade, professional services, finance, creativity and innovation, and copyright services. Specifically, artwork exhibition services include returned cultural relics from overseas, handcraft products, non-intangible artworks, creative products, etc.; artwork trade services integrate exchanges, auction houses, galleries, exhibition halls, studios and online trading platforms; artwork professional services include warehousing, logistics, packaging, inspection, authentication, evaluation, restoration, curation, etc., engaging over 10 service providers, including Beijing Cultural Heritage Import and Export Identification Institute and Cultural Product Inspection Center of China National Institute of Standardization; artwork finance services include artwork fund, guarantee, insurance, pawning, financing and leasing, art bank, etc.; artwork creativity and innovation services provide supporting artworks for cultural and creative products and derivatives, artistic experience, publicity events, and international conferences; copyright services encompass accreditation, confirmation,trade and protection of artwork copyrights.The International Art Center was officially put into use in August 2018. It has since hosted many grand events at home and abroad, such as 2018 Conference on Chinese
Cultural Products Marketing - International Forum on Artworks Trade, as well as many exhibitions, including the Exhibition of Key Projects in Cultural Trade and Investment under the Belt and Road Initiative Nominated by the Ministry of Culture and Tourism of the P.R.C. and Russian Art Exhibition and Guanlei Art Exhibition, serving as a bridge facilitating the communication between artists at home and abroad and as a platform gathering artworks from all over the world.

1\ Adjacent to the Beijing Capital International Airport and at the center of the core economic zone near the Airport, the Base enjoys the advantageous location of being in the bonded zone.

2\ Fifteen kilometers away from downtown Beijing and 160 kilometers from the Tianjin Port, the Base connects urban Beijing, the Tianjin Port and the Bohai Rim region by sea, road, air and rail.

3\ The Base is easily accessible covered by a transport network linking multiple expressways such as the airport expressway, the 2nd airport expressway and the airport north expressway, and four roads including China National Highway 101 and Shunping highway.

4\ The Base is connected by Metro Line 15 with the science and technology hub Haidian District and the commercial center Chaoyang District.



Three Functional Zones

National Base for International Cultural Trade (Beijing) is composed of International Cultural and Trade Enterprises Cluster Center, International Exhibition of
Cultural Products and Warehousing Logistics Center, and Phase III of International Cultural and Commodity Trading Service Center.
Location Shooting 

1/ International Cultural Trade Enterprises Clustering Center 

It covers an area of 85 mu with construction area of 192,000㎡ , which is comprised of 28 single enterprise buildings with construction area from 1,660 to 8,000㎡ , and the height of first floor of 5.4 m and height of standard floor of 4.2 m. As a core functional zone, International Cultural Trade Enterprises Clustering Center gives full play to five functions of creativity, clustering, transfer, cooperation, and spread, and introduces domestic and foreign cultural trade enterprises engaged in design, research and development, film and television culture, import and export trade, exhibition, warehousing logistics, and other industries to settle, so as to form the ecosphere for international cultural and trade service industry. 

2/ International Cultural Products Exhibition and Warehousing and Logistics Center

It has planning land of 125 mu with construction area of 224,000㎡ , which is composed of four functional plates of A, B, C, and D.International Cultural Products Exhibition and Warehousing and Logistics Center offers the services of international exhibition of cultural products and warehousing logistics, which provides the international film and television and international art performance with exhibition, free trade production, copyright licensing business, financial supporting services, and other services. Meanwhile, it integrates the core technology and advantages of settled enterprises, so as to form the international production cluster for film and television entertainment contents with the capital as the link.

3/ International Cultural Commodities Trade Center

It has planning land of 25.3 mu with construction area of 65,000㎡ .
International Cultural Commodities Trade Center provides settled enterprises with supporting services for high-end life, and offers intermediary services of
import and export of international cultural trade and trade consultation, etc., integrating the high-quality supporting services of production, office work, business,
catering, and recreation, etc. into one, so as to try its best to build high trade volume and high added value for cultural industry development chain.
